PublicWorks Ministry/ILO hailed for revamping PWD road maintenance system in Northwest

The distribution of  road works maintenance  tools   to 85 Communal  Rural  road  maintainance committees from 17v seventeen  councils to  assist in the management of communal road  via HIMO is a replica of the west Cameroon road maintenance system .
Through this system ,rural roads were  usable  throughout the year, as the road maintenance committees   constantly carried out major repairs  on the bad portions of the roads manually.

The distribution road maintenance tools worth over 50 million to communal committees the  on Friday, February  26 2026 was seen by many as a return to the defunct  most cherished PWD road maintainance system.


The Friday February exercise falls  within the ambit of Youths Employability, a component of the Ring Road that aims at creating employment for 2500 youths of  councils of seventeen councils of  the regional.

The Mayors  of seventeen councils of  the region  expressed gratitude to the Minister of Publicworks and International Labour Organisation for the initiative said to be a stitch on  time". The special concern the Minister has for the  region is commendable.  This added to the numerous road construction works going on the region,  no doubts epitomises Minister Emmanuel Nganou Njoumessi as an action man who matches words with action. Banter Emmanuel Ndi who witnessed the handing over of the material  to 85 communal  Road committees at the esplanade of the SDO of Mezam remarked.  




This Minister is on record as the first Minister of Public Works who has given  Northwest Region the highest number of road projects.  We should be grateful for the head of state who appointed such a pragmatic stateman renowned for  assiduity and prompt response challenges faced by road user. He said

"I am very  appreciative of this material  from the Ministry of Public Works, especially  with the Minister , Emmanuel Nganou Njoumessi.  He has done a lot for the Jakiri Council.  We had over four bridges  last year.Now. He has given us manual tools for the maintenance of rural roads. A  mayor that i am, can only  say thank you and encourage the people of Jakiri to make the best use  of these materials. 
I pray God to give  the Minister more wisdom and energy  in the discharge of his heavy duties in a ministry which touches every  body especially in Jakiri  where  all the nucks and cranies of the municipal roads have been touched by the efforts of the Ministry of Public Works. 
All these has come to assist a council faced with the challenges of youths  unemployment responsible for the social unrest  orchestrated by some idle youths who think the best way to occupy themselves or make a living is to pick up arms against the state, stop children from going to school. 
I think that with this kind of gesture,the situation will change because  an idle mind is the devil's workshop. 
We are ready  to complement the Ministry by giving the necessary support to the roads maintenance committee to enable them to realise the assigned task"

"I am very grateful for the material  assistance from Ministery of Public Works, working in collaboration with ILO.
These roadwork maintenance  tools are timely,  as we have about three major projects which the population have requesting for the  material support from the council to realise the project.
There is a bike track that we are trying to open from Nkormenjang to Patumo which the villagers are poised to open for use before June 2026.
This material is going to help them as they long demanded for tools from the council to carry out the project. This material has come to complement the council in her development drive,especially in the  opening and maintaininance of rural roads".

" I am very  grateful for this wonderful  gesture from  the Ministry of Public Works that has come on time to enable us to improve on the state of our rural roads .The first cry of our people has been opening and maintainance of farms  to market raods to facilitate the  transportation of farm produce to the market. 
These tools will ease the opening of our roads and everybody will be happy as it will improve our living
 standard"

Speaming at the ceremon, the International Labour Organisation ( ILO) National  Project Coordinator, Etienne Tah Tayong , who represented th e Country Director, at the ceremony said  the exercise is a strategic investment project geared towards community  capacity building and  improvement of a  long-term sustainability of local infrastructure system which aligns Ministry decentralisation  development vision  via  strengthening local service delivery and  promotion of labour Intensive approach that creates jobs to stimulate local economies and  strengthening social cohesion.

Equipping the road committees with with the right tools would enable them  carry out their task effectively while supporting the creation of decent work within the local communities. He said.  
He reminded  council authorities that their leadership remaines paramount in ensuring  the judicious use and security of the tools for the benefit of all.
He appreciated the African Development Bank, whose partnership  has been  instrumental in the acquisition of the tools. 
International Labour Organisation  emphasis on transformative potential of Labour Intensive Publicworks is geared towards  creating pathways to productive employment, stimulating local economies .He said. 
The Regional Delegate of Public Works for Northwest Nfor Cyprain Ngenge,  for his part said the people  centered approach  to road works  through High Labour- Intensive Method ( HIMO)  introduced by ILO aims at ensuring  that  road maintenance and rehabilitation are impactful and timely. The  partnership between his Ministry and International Labour Organisation  will make road maintenance cost effective , sustainable create employment for the youths, boost local economies  and also cause communities along the Ring Road to become active stakeholders in infrastructural preservation.
The key achievements of the project he said is the creation of 85 communal road committees  across 17 councils in the region.
While expressing satisfaction  that the communal Road committees have been empowered with technical skills to strengthen the technical  and operational  capacity of  local government,he  recommended  routine maintenance of communal roads, early identification, and intervention on degraded spots of the road to  allow for all year round  usability.
