NW Public Works Delegate warns against negligence
At the monthly coordination meeting meant to identify and sort lasting solution to on going public work projects in the region, the Regional Delegate for Public works for Northwest Region, Nfor Cyprain Ngenge is threatening serious sanctions on recalcitrant contractors. Beside non attendance of Regional coordination meetings, he emphasized that there will zero tolerance in the control of of public works contracts in the region.
Cordination meeting he says is the most appropriate moment to identify and iron out ills plaguing execution contracts in the region.
Nfor Cyprain was speaking at the monthly regional coordination meeting that brought together contractors and the technical services of the Regional and Divisional Delegations on Friday January 16 at the MINTP Regional Delegation conference hall.
Road maps of on going projects and challenges faced by contractors were key issues observed during the meeting.
The delegate gave pragmatic solutions to issues raised by contractors and his collaborators ensuring that all problems were methodically handled.
The technical services of the delegation are meant to assist the contractors in the execution of contracts on record time. In this regard, control engineers should be considered collaborators not discipline masters .
Although it is the right of the technical service of the ministry to sanction defaulters, such measures are usually corrective to guard against misapplication of state resources. He said.
Norms governing award of contracts, control mechanisms amongst other issues were examined during the meeting.
The Regional Delegate in a methodic, sortle but shrewed scrutiny of reports,visibly put most lackadaisical contractors on hot seats. He gave deadlines for them to comply with regulations inherent in public contracts to avoid the heavy arm of the law.
He edified contractors and other service heads on legal framework of public works projects and implications inherent in modgate of administrative documents amongst other issues related such arrangements.
He warned that the law doesn't condone back door arrangements on use of official documents of a company by a third party.
On this premise, contractors were exhorted to assist those to whom their company's official documents have been either subletted or modgate in the execution of contracts to avoid penalties resulting from non respect of contract norms.
The meeting saw the presentation of control engineers reports with focus on the challenges faced with some companies and pragmatic solutions to the constrains faced.
In reaction, the delegate promised to design a methodic approach that would make preparation and evaluation report much more easier for the contractors.
Insecurity was one of the problems raised by some contractors. The delegate debunked the claims owing that before tendering for any contract, the contractor most have had a matery of the terrien before tendering.
He promised to send the names of the contractors and control mission who fail attend Regional coordination meetings to the ministry. He didn't have kind words to those working in Momo Division due to the poor execution of contracts.
